Tithe in LDS. Friend worried

The bishops all have the same handbook that they are supposed to go by. With respect to helping people out, it’s a bit subjective. One bishop might be more giving than another. I don’t think it’s a geographical thing. I haven’t been involved with the LDS church at all in Alabama, so I don’t know what it’s like here.

I think part of the issue here is that while there is some subjectivity, all the Mormons I know would be absolutely horrified by this scenario and would find a way to help this woman.
