Yes. The pope has always appointed those who he thinks are in line with his papacy. This isn’t news. It may not be a good thing, but it isn’t news…
 
It seems like Pope Francis has a pattern of assigning all important positions to Cdl. Tobin and Cdl. Cupich. I’ll keep my opinions about that to myself.
 
The alleged McCarrick connection is what bugs me. I wish Rome would come out and clearly say “no, McCarrick was not involved in selecting these bishops”.

Lets amend that to say if it is true he had nothing to do with it then you wish Rome would say that. I mean Rome is saying a lot lately

I don’t think the Vatican can truthfully say that though. It’s pretty easy to follow that trail
 
It becomes obvious when comparing who the US bishops elect when sending participants to a synod with who Pope Francis then unilaterally appoints additionally. It has the appearance of a modern form of nepotism, and McCarrick wasn’t called “Uncle Ted” for nothing.
