It is not uncommon to hear that usage. The Beverly Hillbillies cee-ment pond was likely concrete.
But the Civil Engineers that I know react somewhat uncivilly when they hear this usage.

Cement is the specific component of concrete that makes the slurry of aggregate, cement, and water set.
