As I understand it the claims of a rigged election refer to interference from within the system, while what is being discussed now is attempts to influence from outside the country.
There has been numerous chances for the Federal Government to crack down on “outside influences” to our elections.
Gore (and the Clinton family) taking lots of foreign money is only one example of many.

The “Chinagate” fundraising scandal plagued the 1996 Bill Clinton-Al Gore campaign and Hillary was very much involved. Chinagate aka Commercegate is the most serious scandal in U.S. history.
It involves the transfer of America’s most sensitive technology, including but not limited to nuclear missile and satellite technology, apparently in exchange for millions of dollars in contributions to the 1996 Clinton-Gore re-election effort and the Democratic National Committee.
The Chinagate scandal of 1996 ended up in an award of 900,000 in attorney’s fees and costs to Judicial Watch ten years later.
The scandal was an apparent scheme by the Clinton administration to sell seats on taxpayer-funded trade missions in exchange for campaign contributions to the 1996 Clinton-Gore campaign.
Judicial Watch began an investigation and Clinton administration officials deliberately concealed and destroyed records regarding the trade mission and testimony was falsified.
Nolanda Hill, a business partner and confidante of the Clinton then-Commerce Secretary Ron Brown testified in a court hearing during the litigation that the Clinton White House told Brown to “delay the [Judicial Watch] case by withholding the production of documents prior to the 1996 elections and to devise a way not to comply with the court’s orders.”
She also testified that Brown, who died in a plane crash during a trade mission to Bosnia, told her that Hillary conceived . . . .
I recall when Obama ran in 2007 it was asked that credit card SOURCES of small campaign donations be submitted because a disproportionate amount of European sourced contributions ended in amounts like 31 cents or 57 cents etc.
This SUGGESTS foreign exchange rates being factored in (100 Euro contribution MIGHT come out as $112.
31 for example).
The issue was raised about the possibility of illegal foreign donations.
Obama refused to allow independent investigation so we’ll never know if it was all US “ex pats” or “ex pats” comingled with many smaller illegal non-US “donations” to the Obama campaign.
Democrats AND RINO Republicans have been responsible for this ignoring of outside influences for a long time now.
McCain-Feingold was possibly set up to help get Hillary elected (admittedly unbeknownst to McCain).
Why?
Because it would have “weaponized” the Government against businesses giving large sums of money, and against people on the internet sending out mass mailings on the candidates (within 60 days of the election if I recall correctly) with an
exception for . . . (guess who) . . . . Mainstream media outlets.
Yet it allowed money to be given to your own campaign from yourself.
The
Clinton Global Initiative, which was already set up by then, would have probably somehow allowed Hillary to circumvent those laws, leaving Republicans in the proverbial dust for an election cycle or two while they “caught up” and set up “global initiatives” of their own.
(When the right thing to do would be for all of us to work together to remove foreign influence on our elections.)
As it turned out McCain-Feingold was correctly struck down by the Supreme Court yet Hillary still outspent Trump 20 to 1 and we now know the “media” was actively collaborating with the Hillary campaign to manipulate the election results to catapult Hillary into the White House.
They are now incensed that “their gal” didn’t get in.
The media has also given the Democrats a pass over Bill Clinton alllowing weapons nuclearization of North Korea, Carter giving away strategic control over the Pamama Canal (to the Chinese), Obama giving away strategic control of the Internet (ICANN), Hillary using her position as Secratary of State to funnel Canadian Uranium to . . . RUSSIA! . . . . and . . . .
. . . . A provebial pass on Obama at least what could be construed as colluding with Russia over missle defense possibly betraying our allies in Europe prioritizing a re-election win over their defense.

President Barack Obama was caught on microphone telling Dmitry Medvedev that he would have more flexibility after November’s election to deal with contentious issues such as missile defence.**
The exchange between the US and Russian presidents was picked up by microphone without either leader apparently knowing. . . .
. . . . Mr Obama says: “On all these issues, but particularly missile defence, this, this can be solved but it’s important for him to give me space.”
Mr Medvedev replies: “Yeah, I understand. I understand your message about space. Space for you …”
Mr Obama retorts: “This is my last election. After my election I have more flexibility.”
