Couldn’t open your article, but I doubt it matters much. Looks like it alleges Trump didn’t protect the American public against Covid19 sufficiently.
FDR, then, didn’t adequately protect the U.S. from attack by Japan. Truman didn’t protect us adequately against the Soviets getting the A-bomb (from us). Nor did he adequately protect us from an attack against our troops by North Korea, then China. Nor did Eisenhower adequately protect us from a Soviet base being established in Cuba. Nor did Kennedy adequately protect us from the Soviets maintaining it there.
For that matter, No president adequately protected us against Hitler. Nobody protected us from Stalin adequately. Lincoln failed to protect Union soldiers adequately from Typhus. Wilson failed to adequately protect against the 1918 flu.
Obama certainly didn’t adequately protect U.S. troops against ISIS or Iran. Reagan failed to adequately protect U.S. Marines from Hezbollah.
On and on.

The article is written by a University of New York City Professor and big climate change proponent, those two factors say a lot.
Unfortunately, nearly everywhere in the West and no, I’m not counting Australia being right next to Asia in this, but France, UK, Spain, Italy, even Israel, Canada, virtually everywhere has had some trouble in this.
We also know, that it is reported that a lot of valuable information apparently has been held back per this infirmity.

Just the title, “the ultimate test”, well, that’s actually pretty subjective. Maybe fighting ISIS is an ultimate test to me, let’s make it more general and say “fighting terrorism”.
But as said earlier, the Five Eye intelligence (5 nations’ intelligence) say China did not let us have important info on the virus and there was a hold up on getting the tests out by the CDC at the end of February, there was lots of blame to go around.
