The Affordable Care Act, if it comes to it, is more of a tax penalty that kicks in if you don’t get yourself health insurance. It is a stick intended to make people “who can afford” health insurance contribute according to their means towards getting some. The “carrot” part includes subsidies for a substantial number of peopple, but the idea is to force everyone possible to get covered by some kind of health insurance so they won’t be sticking everyone who does have health coverage with their health care costs when they have a medical problem they don’t have the money to pay for. It is also intended, of course, to lower the number of people who don’t have insurance, get sick or seriously injured, and then get totally cleaned out financially by the ordeal.
In other words, it isn’t really a health care law. It is a health insurance law.
