Under what circumstances may a person receive ashes?

I do not consider myself to believe in Catholicism enough to receive communion, but members of my family would like me to attend Catholic masses, holy days of obligation, and other gatherings.

None. You may receive ashes, as may anyone. Receiving ashes is not a sacrament. It’s a sacramental.
 
Anyone, under any circumstance, may receive ashes. 🙂

Atheists, Christians, Muslims, Jews, Pagans etc etc etc etc
 
Your first challenge is to humble yourself and study the “why” of Catholic belief. Understanding will be granted to an open, seeking heart.
 
I don’t believe there are any impediments on anyone receiving ashes. They might run out of them which is something different but that doesn’t mean folks that are not Catholic or are lapsed Catholic can’t have them
 
you may receive ashes under almost any circumstances.

I’ve known protestants to get ashes at a catholic church on Ash Wednesday.
