The two photoshopped images are certainly offensive and in extremely poor taste.
I think there is a free speech issue which needs to be addressed, though.
And there is a question of how high of a profile did this magazine have in Germany? The public controversy has raised awareness of the images to levels they wouldn’t have gotten otherwise. And the magazine is claiming that subscriptions have “skyrocketed” since the controversy began to be reported in the news.
