**Victory for Catholic Advocacy Network Members!
**Congratulations to the members of the Catholic Advocacy Network. After receiving e-mails and letters from 10,000 New Yorkers though the network, Governor Paterson reversed his decision to eliminate the Comprehensive Attendance Policy (CAP) program for religious and independent schools.
The Governor made the correction as one of the very few “30-day amendments” to his 2009-10 Executive Budget proposal.
James Cultrara, director for education of the the New York State Catholic Conference made the following statement:
“We thank Governor Paterson for recognizing the critical importance of the CAP program, which is intended to ensure that children are safe and in school receiving their education. In restoring the program, Governor Paterson has recognized the State’s obligation to provide for the needs of all school children, regardless of where they attend school.”
he Governor’s initial proposal not only eliminated the mandate for religious and independent schools, it also proposed eliminating the $55 million in funding needed to reimburse our schools for compliance with CAP. While the Governor’s amended budget does not restore funds to the program, Cultrara added, “We applaud the administration for their expressed willingness to negotiate a restoration of funds to the program.”
So far, more than 31,000 e-mails have been sent through the Catholic Advocacy Network on this issue to the Governor and members of the Senate and Assembly. But it is important that they keep coming! Restoring the CAP program means that funding, at a level to be determined, will continue in the foreseeable future. While this is great news, we have a long way to go to make sure the program is fully funded and that the state upholds its obligation to reimburse schools for 100 percent of their mandated expenses.
