Framework for return to public liturgies published

" Diocese of Würzburg initially only allows non-charitable services

While all previous protection concepts allowed the celebration of the mass again, the diocese of Würzburg takes a different path: For the time being, no public celebrations of the Eucharist are permitted in the Franconian diocese. Only after “gathering experience” should one think about it.

The diocese of Würzburg has published a protection concept for the reintroduction of public services, which currently does not provide for mass celebrations. “Initially, only non-ecclesiastical forms of worship are allowed,” says the diocesan framework for public services that was presented on Wednesday. In the diocese of Würzburg there would be a graded re-registration of publicly available liturgies. Because the question arises whether “the form of celebration of the divine service remains in its meaning or is almost counteracted” in view of the requirements. “This especially affects the celebration of the Eucharist.” The general conditions occur according to the decree of the Bishop of Würzburg Franz Jung dated Tuesdayin force on May 4th. The federal state of Bavaria had yesterday allowed services again under strict conditions from this day.
Protecting the health of believers is “the most important thing” during the corona pandemic, according to the general conditions. Therefore, only after a certain time and the gathering of experiences and their evaluation will advice be given on the re-admission of the public celebration of the Holy Mass. This procedure of the diocese coincides with the recommendations of the medical advice of the Bavarian government. Like the protection concepts of other dioceses, the diocese of Würzburg also prescribes extensive rules on distance and hygiene.

Recommendation: Eucharistic adoration

Instead of the Eucharist, the framework recommends “Celebrating the Word of God without giving communion, celebrating the liturgy of the day and prayer”. Eucharistic adoration should also be offered more "to meet the longing of the faithful for the Eucharist ". The episcopal decree also states that baptisms are postponed and only emergency baptisms are permitted. Burials should continue to take place “only in the closest family circle without a requiem”. Pilgrimages are prohibited until further notice.

Although the public celebration of the Eucharist in the Diocese of Würzburg is not yet allowed again, the general conditions contain guidelines for the event that Holy Masses can be celebrated publicly again at a later date. It emphasizes that mass celebrations are not permitted “at which (for hygiene reasons) only the priest communicates”. Such a practice contradicts the “meaning of the liturgical celebration”. (Rome)

This here, is complete and total BS. Some priest or bishop in this diocese needs to learn some Catholicism 101. It’s this kind of crap that gives a bad name to bishops in Germany and a bad reputation that is thoroughly deserved.

Very weird that Eucharistic Adoration is encouraged (good thing), but public Masses without the people communicating are forbidden. Anyway, such Masses do not contradict the meaning of Mass–that’s a Protestant notion that the Council of Trent rightly condemned.
CHAPTER VI.
On Mass wherein the priest alone communicates.

The sacred and holy Synod would fain indeed that, at each mass, the faithful who are present should communicate, not only in spiritual desire, but also by the sacramental participation of the Eucharist, that thereby a more abundant fruit might be derived to them from this most holy sacrifice: but not therefore, if this be not always done, does It condemn, as private and unlawful, but approves of and therefore commends, [Page 157] those masses in which the priest alone communicates sacramentally; since those masses also ought to be considered as truly common; partly because the people communicate spiritually thereat; partly also because they are celebrated by a public minister of the Church, not for himself only, but for all the faithful, who belong to the body of Christ.

CANON VIII.–If any one saith, that masses, wherein the priest alone communicates sacramentally, are unlawful, and are, therefore, to be abrogated; let him be anathema.
