What the OP does is correct. It is not uncharitable; it is following the proper rubrics of the Mass.
Why on earth should he encourage those who are not doing the correct thing by cooperating with them? Perhaps he could take the initiative after Mass to ask those who made an approach to him “why do you offer the sign of peace when the priest has not invited us to do this?” It could be a teaching moment. But we should never do the wrong thing at Mass just to go along.
