Yes to both questions. Flick the sprout off with a fimgertip.
Now green… how green. A chef told me just under the skin is fine if you cook them. For years I had peeled all the green off.

I have no problem with wrinkly or rubbery potatoes. Not so easy to peel, but they cook and taste fine.
