Yes, I agree, and would guess he was being backed to do so, i.e. to make as many waves as possible.

As if this issue could not have been sorted out, much earlier, at their meetings and/or never been offered to a religious order, in the first place. But obviously with their abortion referendum, on the horizon, a leading maternity hospital run by Catholic nuns, would no doubt have caused problems, later down the line.
