That’s because Lucas is not really a proficient writer or director. He’s a great high-level ideas and world-building man, but when it gets into the nitty-gritty of putting that world-building and those ideas down into coherent plot and dialogue, he stumbles. One of, if not the biggest problem with the prequels was George Lucas’ (apparent) belief that the audience would not be able to understand what a character was thinking or feeling unless the character explicitly stated it. The “NNNNNOOOOOOO!!!” bit just illustrates this perfectly.
On the set of A New Hope, both Mark Hamill and Harrison Ford reportedly complained to Lucas about their lines, the former saying “people don’t talk like this!” and the latter snarking “you can type this (stuff), but you can’t say it.” Apparently even Lucas acknowledged it and thus why the last two films of the original trilogy were written by people more versed in writing, with better results.
