I think Satan’s fall occurred in Eden the reason why is God declares all of His work to be very good. The word all means, yo know… all, including the angels of whom Lucifer is one.
I think Satan is cast down from his angelic position but still has legal standing before God because Adam had abdicated his right to govern the Earth when He fell. Which is why Satan is called the ruler of the Earth many times in the Gospels but never again after the Passion. We know however that Satan because has legal access to God’s Throne because of Job.
However Jesus speaks repeatedly of binding the strong man and making his house empty which I think occurs at the beginning (the desert temptations) and end (Golgotha) of His ministry on Earth.
Afterward Paul tells us, “Who can bring a charge against God elect, it is God who justifies” (Romans 8:33). In this passage the Apostle is telling us to have faith that God will bring us safely home as we walk in the faith by His grace.
The point is, I think, that Satan’s legal and moral authority to stand before God is broken during the Ministry of Jesus.
So when does Satan fall? To when exactly is Jesus referring when He says, “I saw Satan fall like lightning…”? I think the answer is in Rev 12.
First off, even though I am protestant, I think the woman spoken of in Rev 12 is Mary Mother of God, and the son she brings forth is the One who will rule with a rod of iron which can only be Jesus. The Bible tells us that the Dragon marshals his forces to consume the child, but God protects them both. THEN there is a war in Heaven and no place is found for the dragon or his angels anymore.
I think the plain reading is that Satans fall occurs utterly when he is defeated by the One.
