It’s the norm (not a norm, the norm) because in this context, norm = rule rather than “normal”, and most parishes in the US are not normally known to follow the rule in this specific case. The GIRM as quoted above prescribes standing, but most people kneel out of custom or habit.How can it be a norm?
As an aside, I always find a little personal amusement in those who are sticklers for the rubrics and insist on “everyone should be kneeling now” in some of these discussions.
