Yes Paul was watching Steven die as the soldiers were watching Christ die but he doesn’t go that far in this book, but he he says Paul says he is the chief of all sinners.
Paul led an exemplary life like Nicodemus so Paul’s chief sin was being the leader of or “form” of the exam;ple of the greatest of sinners. A persecuter of Jesus.
