Why did the Church forbid the drinking of the cup in the Mass?

Why is it that the Church forbade the laity of drinking of the Lord’s Blood for so manyu years and now we can?

The chalice was forbidden to all but the celebrating priest, another priest in attendance couldn’t receive from the chalice, even if he was the pope.

I would like to point out that Christ is fully present in both species, to receive the wafers only is still to receive the Body and Blood of Christ by virtue of hypostatic union, to dissent is heresy (see Trent, Sess. XXI, c., iii).
