I wouldn’t call movies such as Only Yesterday or Grave of the Fireflies as intended for kids, and not because they’re “too mature,” lacking any type of sexual or violent content (well, GotF follows two siblings during WWII and one of the opening scenes is the firebombing of Kyoto, so it can be heavy, and Only Yesterday is a rather mundane tale about an adult woman reflecting on her youth in the 60s and getting out of the city, something kids would find dull, and it was targeted at adults in the 80s who grew up in the 60s).
Western animation tends to be targeted exclusively on pre-teens, except some rather intentionally “stupid” material.
A lot of anime is targeted at teens and young adults (say, Princess Mononoke) and I don’t even mean there’s inappropriate violent or sexual content, either, but it’s simply not something that would interest a pre-teen. And there is anime legitimately targeted at adults, too, which again, isn’t inappropriate. Though there is a lot of disturbing content out there.
