Why doesn't gum break the Communion fast?

This is specifically for Michelle Arnold regarding this Q&A. I am listing this canon from the Code of Canon Law:
One who is to receive the most holy Eucharist is to abstain from any food or drink, with the exception only of water and medicine, for at least the period of one hour before holy Communion (canon 919).
It specifically states ONLY water and medicine. Gum does not fall under either one of those categories. So, how do you justify that gum does not break the Communion fast? Thank you for your response.
 
Gum is not a food. It is part of a category of materials that people put in their mouth either without swallowing (e.g., chewing tobacco, mouthwash, toothpaste) or without intending to swallow as a food (e.g., medicine, vitamins, breath mints).
