Why is Abp Fulton Sheen vested as an Eastern Rite bishop in this picture?

More precisely, Archbishop Sheen had bi-ritual faculties to celebrate the Byzantine Liturgy according to the Melkite tradition. Being bi-ritual does not mean that you have faculties in all the Eastern rites - or more precisely the Eastern Churches. It means, rather, that you have faculties within one of the 20+ Eastern Catholic Churches. Again, in Archbishop Sheen’s case it was in the Melkite Church.
 
Similarly, Bishop of the Diocese of Manchester, New Hampshire (since 2011), Peter A. Libasci has an indult to celebrate the Divine Liturgy and administer the sacraments in the Byzantine Catholic Ruthenian Eparchy of Passaic, N.J., since 1993. He first became a bishop in 2007 (Diocese of Rockville Centre, Long Island, N.Y.).

Does this mean that he was able to use the liturgical spoon during the Divine Liturgy? 🙂
 
The Melkites do not use the spoon. They currently practice intinction.
It’s more correct to say they seldom use the spoon. It is prescribed for Melkite use in Presanctified. Some parishes have been known to use the spoon for the DL.
