It’s quite rare, but yes, there have been cases in which a priest has adopted a child.
Are priests meant to be on call 24 hours a day for his parish?

In general.
 
Jesus never married, and in fact was a virgin his whole life. And it was not an accident either.

Since priests are supposed to try their best to live like Jesus did, it is reasonable that this would include giving up the possibility of marriage. Also, the majority of priests are completely OK with it.
