My position is a little more uncertain. Unfortunately, when it comes to herding humans, they can be quite creative in how to rebel. The USA tried to maintain law and order when it came to prohibition, but the collective rebelling was found to introduce some new risks. The USA eventually it was safer to allow the use of alcohol within restrictions. A state is a much smaller entity. But there is still overlap. Trying to completely stop protesting could introduce new risks. But complete allowance could also be a position of no enforcement of rules.
