My auto insurance company has never asked me to take a mental screening before renewing my insurance, nor has the DMV before renewing my driver’s license. In fact, anymore, it all happens over the internet with no human contact required.
Exactly, it can work the same way for a Mental Screening. Each State determines it’s own frequency. You go get your mental screening. The provider reports the results as pass or fail just like the insurance company reports a Yes or No if you have insurance.

If I stopped paying my insurance, when I go next to renew my tags, guess what? NO RENEWAL. That is what happens in my state.

So you just kind of hand-wave away the logistics of trying to find enough mental health professionals to give 100 million people reasonably comprehensive mental health exams every couple years? It sounds to me like when the government first outlawed marijuana. They didn’t actually outlaw it, they just put a tax on it, like cigarettes, and never made the tax stamps available so you could never legally purchase it.
 
Our local news says it is. He hasn’t broken any gun laws as far as TN is concerned but may’ve broken IL gun laws and of course, the FBI may have other laws that were broken or violated.
Okay, I came across something else that spoke about “knowingly giving a gun to someone prohibited from having one.” That may be the basis for getting him in trouble (promise or not).

Last census there were only 116 million households.
A Pew Research Center survey conducted in February 2013 found that 37% of households had an adult who owned a gun — 24% said they owned a gun, and 13% said someone else in their household did.
42 million is more reasonable.
Every household has an average of 2 cars/drivers. That is 232 million people.
As for a mental screening, they can use the same screening that is used for Nuclear Power Plant Employees and Contractors. They can be administered the MMPI. It does not need to be administered by a Mental Health Professional. It can be contracted out by Law Enforcement types in the exactly the same way it is done and Nuclear Power Plants. It is a 656 questionnaire. It gets sent to a Mental Health Facility that grades it in a manner of minutes. Only those that have questionable grades would require an actual visit to a shrink or psychologist. Logistics is no problem.
 
I’ve taken the test my self approximately 20 times during my 10 year stint working at nuke plants.
 
There are a grand total of 99 commercial reactors in the US which likely puts the total number of screenable employees somewhere in the 10-20,000 range. That’s a lot less than 42 million.
 
The Process would still be same. It would be no less burdensome than it would be going to the DMV.

More people go to vote every other year than there are gun owners.

Most States have set Licenses durations at 5 years. Logistics is not a problem. If it is not a problem for voting, then it is not a problem for this. If they can handle the logistics of voting, then this that does not required all the changes needed for each election ballot is a breeze to set up.

Set it up the same way you would voting. Walk in. Show them your ID( More than likely your Driver’s License). They verify who you are by scanning your ID ( At least that is how it is done in Alabama during the last election. ) .
After verification, you are given the test.
You spend 2 hours taking it.
You hand it back in.
They send to a mental health facility for grading.
Not a logistic problem at all.

There use to be more than that when I worked the circuits. Fort Calhoun, Maine Yankee, Vermont Yankee, Rancho Seco, and Fort St Vrain to name a few are no more. I just saw that San Onofre is shut down too now. That just leaves only Diablo Canyon as the only operating plant in California.

Each plant shuts down every 18 months or 24 months depending on the type of fuel and they bring in about 1000 to 2000 contractors to do maintenance for a refueling outage.

2 hours for 50 million people comes out to 100 million man-hours, or the equivalent of 50,000 people working full time for a year and that’s just to take the tests. Then you’d need to add something approaching the same amount for evaluation. It’s not task you can just hand wave away.

Please give a link to this mental screening, with evidence it’s effective.

Job screening checks for red flags in your record, they don’t assess your mental health. Since I don’t think we have a viable mental health screening tool, to goes back to taking appropriate action when the person is flagged by their behavior.

Both the FL shooter and this guy had serious flags before they killed, it’s our response to those flags that is the failure point.

57.6 million people voted in 2016. How many man-hours did it take to handle that many in just 12 hours of voting?

I would say 1 people employed to handle a testing facility, could handle the processing of one person every 3 minutes for 6 hours ( cutoff 2 hours before beginning of last test )
I doubt it would take no longer then 3 minutes to scan driver license or ID and hand them the test package.

3 employees per state could cover 1080 per day.
so
150 employees at 250 hours a year = 37,500 man hours and that is bare minimum needed to accomplish the goal.
 
That test is only viable on a small scale,

it could be given to people who had exhibited warning signs and were red flagged. It requires an interview with a qualified psychologist who combines his interview knowledge with the test results, to create his findings. It’s not a general screening tool, like an eye exam.
The Minnesota Multiphasic Personality Inventory is considered a protected psychological instrument, meaning it can only be given and interpreted by a psychologist trained to do so (you cannot find the test online). While it’s commonly administered by computer nowadays (and requires no direct professional involvement during its administration), psychological testing is nearly always preceded by a clinical interview by the psychologist who is doing the testing. After the computer scores the test results, the psychologist writes up a report interpreting the test results in the context of the person’s history and current psychological concerns.

You said the test takes two hours to complete. Two times 50M = 100M. I assume that’s just taking the tests, and doesn’t include the man hours needed to evaluate the test and then record the scores in NICS. It also doesn’t include the hours needed to personally interview someone who the test flags because they had a bad day or weren’t feeling well or just checked the wrong box by mistake, to screen out false positives because there’s no way the test is anything close to 100% accurate. Even 5% false positives is 2.5M people.

That is not man-hours as you perceive it.

Test is multiple choice. You have a booklet of 656/657 questions and an Answer sheet where you shade in the appropriate block. The answer sheet gets sent to the appropriate Mental Health Facility where it is scanned and graded in all in a matter of seconds. It comes out with either a pass or fail. If you fail, then you usually are invited to visit the Shrink.
 
Nuclear Regulatory Commission does not follow that. The test is given onsite by designated law-enforcement usually in the same building where they finger print you.

This requirement is delegated out to competent party. IE The psychologist provides the question booklets and answer sheets to the Nuclear Power Plant designee. The designee distributes the test and monitors the test taking, collects the answer sheets and at the end of day sends them to the psychologist. Then someone at the psychologist office scans the answer sheet which spits out an accompanying assay which indicates pass or fail for the 10 or so areas and a general pass or fail. The scanning itself only takes 10 seconds ( and that was in the 80s and 90s ) The psychologist reviews the Assay which takes a minute or so for the ones that have all passes in all categories.
