Yes, but what’s the point?

The pastoral council is an advisory body only (CIC Canon 536, § 2). The pastoral council cannot compel the pastor to do anything. The pastor presides over it, but its vote is merely consultative. If he wants to obey GIRM and RS, he can do so without their approval; if he wants to disobey them, he can do so despite their vote. “In all juridic affairs the pastor represents the parish according to the norm of law.” CIC, Canon 532 (this canon means that the pastor makes all decisions for the parish, just like a general makes all decisions for his/her troops).

In my humble opinion, you’ll simply (A) publicly embarrass the pastor, (B) raise an issue that seems to most laypeople to be overly technical (and about which I’m betting they care very little), and (C) dilute the rest of your presentation. And you won’t accomplish anything that can’t be accomplished by a simple letter or meeting with the pastor.

There are similar issues with some of your other options: only the pastor can adopt a rule establishing a dress code for Mass, and I would suspect that the EF will go nowhere without the pastor’s support.

You might have a shot at finding support for a Knights of Columbus chapter or a prolife group, and if the pastor supports the EF this might be a good venue for finding public support. But, if you try to do too much in only three minutes, you’ll detract from the rest of it.

It is a shot that I can plant the thought in the heads so they can look up GIRM and RS and see for themselves maybe a light will turn on and they can address it. The real embarrassment would be when a new Priest would come in and he follows the GIRM and RS by the book and limits the EMHC’s. That would be a wake up for the Parish. I am not trying to embarrass my Priest. I see this as an opportunity to help make the Mass more reverent and to help out the Parish.
 
Malkin - I have the honor of serving on Parish Council at our Parish, so if you will, permit me to tell you how I would see this from the other side of the table.
  1. Have the EMHC to stop going and opening up the Tabernacle during the Agnus Dei. Only have them go up to the Altar after the Priest calls them up. Also, when Holy Communion is finished they hand the Ciborium to the Priest not to transfer Holy Communion from the Ciborium to another. I will back this up with church Documents.
Thanks for the documents. Please leave them on the table and we will refer this to the Liturgy Committee who will take it up with our Pastor. PC would not get involved in this.
Ask to have The EF Mass at our Parish. This is a long shot. But, I want it on the record and to bring it up.?

It would help if you would agree to chair a committee of like-minded parishioners to (1) Gauge support for an EF and (2) Provide the Liturgy Committee with a name or contact info for a Priest who would have the time to come and do the EF if the Pastor agrees but cannot do an EF himself.
  1. Address a dress code for Mass. If people can shell out funds for Sports jerseys to wear on Sunday, they can afford a contemporary outfit to wear for Mass.

We are blessed at our Parish to have both an active Pro-Life group and a strong KofC group. I would think the county or diocese Pro-Life organizations and state KofC would be willing to help start chapters at the Parish if there was a strong interest from the laity]

Hopefully you can see my theme. The suggestions that come with plausible solutions and parishioner support are going to get the most attention form PC.

How about part of your three minutes goes like this: “My dear brothers and sisters, we are all keenly aware of the tremendous time pressure the Priest shortage has placed on our beloved Pastor. With the upcoming changes in the translation of the Mass due next year, our continued need to use EMHC and our obligation to provide the Holy Sacrifice of the Mass to our fellow parishoners, I would propose that PC advise Father to form a Liturgy Committee to assist him in these areas. It would be my honor to head up such a committee, including the recruitment of parish volunteers. We would be happy to make a presentation to PC on our new committee within 6 weeks of officially forming”

Hey, if you are even only a committee of “1”, you are still a committee.

You are on to something. The problem is you have progressives who want to keep with the times who will hijack the comittiee and will out vote myself. It would be a massive uphill battle. We were 7 Parishes and ethnic that merged into 1 Parish with 4 worship sites. Now we are down to 2 worship sites. There is still division amongst the Parishnors.

I might do this. The other reason why I want to bring up the Liturgical issue is I want to creat a paper trail. If the Pastoral Council votes down my idea. I will write to my Priest. If he declines, then I will send the information to the Bishop and go from there. I just want to go through the right steps.

The pastor will do what the pastor will do and if he sees nothing wrong with the EMHCs going to the tabernacle, it will still go on. Believe me, there are still priests who couldn’t care less what the GIRM and RS say.

Right now in my parish the only reason the EMHCs are not going to the tabernacle is because of H1N1: Fr. distributes Communion by himself. But as soon as the H1N1 scare is over it’ll be business as usual. Or, maybe we’ll be lucky and Fr. will see that we only need one to offer the Chalice (which few receive from at the best of times) because it’s only about 5-7 minutes longer for him to give out the Host by himself – we still manage to be out of the church within 50 minutes.

BINGO … The problem is that you see everyone else as the problem … please excuse me for being blunt. TheDoctors post reitrated what I stated in my post …you seem to want to go ‘ask’ and ‘score points’ … seeing this as a 'chance to bring improvement to " your parish … as if they are somehow lacking and you can tell them what they need to do

As a Knight of Columbus - you should know that parishes and KOC councils exist independently … that issue is not theirs [the Pastoral Committee] it is yours … you are a Knight … you work to bring a local council that serves your parish into existence … no one is holding you back …

You say you have no liturgy group but I find it highly inlikely that your priest is deciding all things liturgical “solo” … he [and his staff] has to have volunteers assisting - whatever they call themselves … those liturgical ministers do not train themselves, schedule themselves, etc … The music is selected and the parish ‘dressed’ for Mass [environment - however you want to identify it] …Like the Doc I have served on the passtoral council … it is not their job to “make all of this happen” … but to facilitate it …

Many people treat the parish like a theater … for some it has only on screen … they show up for Mass on Sunday and thats it … Launder purificators and altar linens? Who - me? Never … Usher and Greet arrivals … Uh, me? No …

Others treat the parish as if it was a multi -plex … Mass, when they choose to show up, RE/CCD for the kids, youth group for their teens … Drop off and pick up …What - me teach RE … can’t too busy … Chaparone a teen trip? - Not!

I have requested a Mass be said on the 230th Marine Corps Birthday … and got it … but I first asked other Marines if they were interested, We also honored all Vets as it is the day before Veteran;s day. I prepared the liturgy… asked a priest to preside, scheduled the Church and the parish hall several months in advance … I bought the refreshements and prepared the Hall … it was a wonderful night of celebration and recognition of service … But when I received permission from father I had the details identified and Fatehr knew that everything was planned out right down to the clean up of the parish hall …

It is your parish … if it needs ‘improvement’ look in the mirror … What have you personnally done …

That ProLife Group you want … start it … you do not need permission to gather in your home or the parish hall after mass with like minded people to discuss ProLife Issues … start by gatehring for prayer to end Abortion and Physician Assisted Suicide …

Volunteer to assist with the Liturgy … three minutes … You could give your “elevator resume” of why they should accpet your offer to start a Liturgy Committee and what you would have this group do … do not tell them what they are doing wrong … as I see it they are doing somethingnot asking others to do it for them .

Let me see. My Grandmother and Mother polished the Brass candles and cleaned the linens. When I was a kid, My Dad, my brother and I would walk the slopes and deliver the fall bazaar raffle tickets to each house. For the Cemetery Mass the fist Sunday after All Souls day we would take our Priest and everything for Mass, The sound System, Hosts, Water, Wine, Missalettes, etc. in our car and help set up and bring everything back for Mass. We helped out with our Parish Church Fall and Summer Festivals. We lost our festivals a few years later. A big mistake, Also, my family went around door to door to our Parishnors to ask for donations to the Dioceses Parish Share Program. Try doing that and see the response that you get! Also I was one of the regular Weekday Altar Boy’s who showed up and was called upon when someone else did not show up.

This is all when we had our Parish. The years before the merger of our Parishes the Parish council took over the Parish. The Priest that we had gave in. We had people come in with their “Progressive views” and did changes that led to the downfall of our Parish.

We used to have 7 Parishes. After the merger we had 1 Parish with 4 worship sites. Now we have 2 worship sites. The Parishes were ethic and the members were proud of their heritage. The Parishes were founded in the early 1900’s you had 2 Parishes within two blocks of each other. One of the Parishes is a “Historical Landmark” that had the only surviving Passion Play in North America. Also, had a miracle happened when Cholera broke out. The Parish asked St. Roch for intercession to help them. The next time when Cholera had an outbreak the Parishnors were spared. It is a true historical fact in Pittsburgh. Also two of the Parishes were the oldest on the Monongahela. Our Parish had the oldest Christian Mothers Association. When they merged World War X erupted!

I am a lector and help out ushering at Mass. This (name removed by moderator)ut session is a good way to bring up issues to help the future of our Parish. I called our Parish Office this morning about the Liturgy Committee. The answer was… I think so?

Further more I asked our Pastor 3 times to have a Novena to St. Anne and he said that there is "enough going on in our Parish. I hope this clears things up a bit about what we have done to help out our Parish.
 
What is to stop you from having a Novena to St. Anne. Are there other parishioners who are interested. Simply pick a time and meet them in the church. Why do you need special permission or officially organized. We have people who pray the rosary after mass. They are not organized and it is not advertized or “officia,” they just do it.

I say a Novena to St, Anne daily! I would like to spread the devotion to her to the Parish. Also I would like to have a Mass of Novenas to her leading up to her feast day in July.

And nothing is stopping you from doing this … you do not need a priest to lead a Novena … Novena’s are primarily "private’ devotions … though groups of people can join together for Novena’s - thus making them ‘public’ …

Thus - if you desired to have a devotion ‘adopted’ by the parish at large - you need to show that there is an interest in this …

If I were you, I would have gathered like minded people together to pray the novena atfer Mass [Daily Masses and/or Sunday Mass] … where does the nine day aspect come to play for something in the future … were you looking for 9 weeks? 9 months? … 9 days? Did you present a written plan?

Also, you could - right now - request that Masses be said in her honor … When my father [a non-catholic] died, a friend had a Mass said for him… This same gentleman [now deceased] used to pick a name or two from a basket of our conformandi, RCIA Catechumens/Condidates and pray fro them daily as we requested of the parish at large … but this man always arranged to have a Mass offered for them as well - even though they may not have known he did [not having addresses to have the Mass Card mailed to] …

Perhaps you think that these Masses some how lack efficacy because their names are just listed in the bulletins each week and there is no “hoopla” … but that is not the case …

So again, this seems like you ask, and if you are not given exactly what you ask for … there is some issue …

So - how many fellow parishioners share your zeal for St Anne and share your desire to spread a ‘parish wide public devotion’ to her?

How many join you daily in this Novena to St Anne?

Is your parish St. Anne’s? … If so … Do they honor her in some other way?

I thought about it and decided that I was going to bring up a “Liturgy Committee” I talked about our Parish needing a Liturgy Committee because of the new Roman Missal being released in a few years. I brought up the major changes to both the Priests part and the Laity’s part. I also mention that the prayers may be said in Latin. I stressed that by forming a Liturgy Committee and studying the changes in advance will help our Parish when the new Roman Missal is put in use.

Now what happens next is up in the air? I know some of the individuals on the council and I have gotten into discussions with them. They are progressives.

On an interesting note the speaker before me spoke what I was originally going to say. He brought up how the our Parish should be more reverent in the Mass, by watching out for Liturgical Abuses, having more incense being used at Mass, having the Altar boys carry candles, etc. He brought up how E.W.T.N. does reverent Masses. I found out later that he has a degree in Classical Languages, Latin, Greek and Sanskrit. I may have someone who can back me up.

I say prayers to St. Anne because my Mother had complications when my older brother was born. When she was carrying me she sent prayer offerings to St. Anne’s Shrine in Quebec to have a safe delivery of me. Also, a Parish on the other side of Pittsburgh, has a Novena to St. Annne. A lady from the Shrine from Quebec found out about the devotion and asked to speak at the end of the Mass. She, thank the Pastor for having St. Anne in their Parish and for having a devotion of Novenas to her. She said that St. Anne will thank them so thhat their Parish will suffer financial hardship. Ther Parish was struggling when their present Pastor was assigned there. A month later their Parish was getting out of their hardship. Checks were coming in and they are doing well.

Also, there is a St. Anne Parish here that has a Novena to St. Anne and I have gone there for the Novena.

Novena’s have worked miracles. What is wrong with sharing and promoting them?

There is nothing wrong with sharing Novena’s and I would never say whether they ‘work’ or ‘don’t work’ … God works in mysterious ways … I do know that there is nothing “Magical” about our Chirstian faith … you can’t say if you do this “X. Y. Z.” then your prayers will be exactly ansered in the way you want …

But I do believe in the intercession of the Saints …

That said, I belive you failed to address the issues I mentioned … That a parish dedicated to St. Anne paprticipates inNOvena’s to St. Anne is different then a parish dedicated to St. Joseph deciding to participate in a novena on your individual and sole request 🤷

… then reports that they have abundance of funds … I think you meant the opposite … 👍 but again, novena’s are not magic so a parish could offer Novena’s and potentially not get the financial turn around … then what ?

So how many - besides yourself - feel this call to a Novena to St Anne as opposed to a Novena to St Jude or St Joseph or some other Saint … your post explains exactly why you [and your family/ have a personal devotion to St Anne - the delivery of your brother and you] but not he parish :confused:… what is the connection between your “personal” devotion to this particular Saint and the parish in general? … That is what I think you are missing …Many catholics are devoted to our Lady, Mary the Mother of Jesus … others to St Anthony or St Rita … I’ll bet there are many parishes [especially in Hawaii] that will have devotions and Novenas to St. Damien, America’s newest Saint … So the question is why St Anne [speaking of the parish in general] …Why?

Your request to have a personal devotion to a particular Saint adopted by the parish has not been established … now you may feel otherwise but I have to tell you that it sounds like belief in magic rather then faith in Christ … I know that is not what you mean * get that you love Jesus and it is your zeal for Christ and gratitude to St Anne tht motivates you]* but your meaning is lost when you just assume that every one else shares your experience … and wants to adopt your views …

Have you prayed with other parishioners a novena to St Anne for 9 days in your parish - say after the daily and Sunday Masses? … If so, how many and what percentage of the parish do they represent? Have you written out - on paper and completely what this Novena of Masses entails, what purpose is the focus of the Novena and who will be responsible for making it happen … and presented that to your priest as a ‘representive parish group’? If not why not?
 
There is nothing wrong with sharing Novena’s and I would never say whether they ‘work’ or ‘don’t work’ … God works in mysterious ways … I do know that there is nothing “Magical” about our Chirstian faith … you can’t say if you do this “X. Y. Z.” then your prayers will be exactly ansered in the way you want …

But I do believe in the intercession of the Saints …

That said, I belive you failed to address the issues I mentioned … That a parish dedicated to St. Anne paprticipates inNOvena’s to St. Anne is different then a parish dedicated to St. Joseph deciding to participate in a novena on your individual and sole request 🤷

Also the parish that was in financial troubles … your post reads that she will thank them with finacila hardship … then reports that they have abundance of funds … I think you meant the opposite … 👍 but again, novena’s are not magic so a parish could offer Novena’s and potentially not get the financial turn around … then what ?

So how many - besides yourself - feel this call to a Novena to St Anne as opposed to a Novena to St Jude or St Joseph or some other Saint … your post explains exactly why you [and your family/ have a personal devotion to St Anne - the delivery of your brother and you] but not he parish :confused:… what is the connection between your “personal” devotion to this particular Saint and the parish in general? … That is what I think you are missing …Many catholics are devoted to our Lady, Mary the Mother of Jesus … others to St Anthony or St Rita … I’ll bet there are many parishes [especially in Hawaii] that will have devotions and Novenas to St. Damien, America’s newest Saint … So the question is why St Anne [speaking of the parish in general] …Why?

Your request to have a personal devotion to a particular Saint adopted by the parish has not been established … now you may feel otherwise but I have to tell you that it sounds like belief in magic rather then faith in Christ … I know that is not what you mean * get that you love Jesus and it is your zeal for Christ and gratitude to St Anne tht motivates you*] but your meaning is lost when you just assume that every one else shares your experience … and wants to adopt your views …

St. Anne is the Mother of The Blessed Virgin Mary. That is why. I am all in favor of knowing about the Saints. The church toady there is little talk about them. In my Parish I doubt that the people could tell you about the Saints that are on the Stained Glass windows in our church.

I ment to say that their Parish will no longer suffer from finacial hardship. It was geeting late when I was writing that post.
 
You mention a lot of problems you want to see addressed at your parish meeting-Liturgical abuses, desire to have the LM, dress attire. How close are you to a church that offers the LM. If it is within driving distance you may want to consider going more often. You seem to be very unhappy with your parish, maybe it is time for a change?

I am a member of The Pittsburgh Latin Mass Community. That is a 10 -15 min drive away from my house. My Parish is a few blocks away from my house. I do go to the EF. Not as much as I would want. I want to bring about good change to my local one. If push comes to shove I will drive the 10-15 min to the EF. I would rather be happy than discouraged.

If there is an active latin Mass Community 15 minutes from your house I doubt very much your parish would also offer one. Fifteen minutes is not a long drive to go to Mass. I know people who travel much further than that to go to mass each Sunday because that is the closest Mass of any kind. I am sure there are those in rural areas who travel further.

My goal is to have a properly said OF Mass at my Parish. Free from all Liturgical Abuses and innovations. You are right about people travel longer to go to Mass.

Fr. Ken Meyers the Chaplin of the Pittsburgh Latin Mass Community says, “People do not realize how fortunate in pittsburgh to have weekly EF Masses. 1 on Saturday Morning, 2 on Sunday morning, High and Low Mass and on Holy Days.” He is right.
 
If there had been a dress code at the catholic church I went through RCIA in, neither me or my two boys would be catholic today. Sometimes it’s easy to say what someone should be able to afford, but more difficult in when it’s YOU who is doing the affording.

just dress appropriately. as long as its not considered scandalous or disrespectful, then there should be no restrictions on the clothing.
