Yes, it does. It means He cannot sin. God cannot do anything which contradicts His holiness. That includes letting unforgiven sinners into heaven.

Mark 16:16 “Anyone who believes and is baptized will be saved. But anyone who refuses to believe will be condemned.” Now a infant can’t believe nor can they refuse to believe. You must first believe then be baptized. Your parents can’t believe for you, only you can.
Acts 2:38 “Each of you must turn from your sins and turn to God, and be baptized in the name of Jesus Christ for the forgiveness of your sins.” Now a infant can’t turn from sin and turn to God. Only a preson with reason can do this and a infant has no reasoning ability.
