Ans is given by US revert Noor ad-Deen Ingalls :
…Allah says in Surah 16, verse 98:
So when you recite the Qur’an, seek refuge with Allah from the accursed Satan.
If we agree on the existence of God, don’t we think that no matter what religion we follow, He will respond to our seeking refuge in Him from Satan? In other words, why would Satan tell us to seek refuge in God from him?
Even if we had the wrong religion, wouldn’t this weaken his power over us? The verse can only harm him; it serves no benefit to him – why would he include it?
Do you mean that every sort of religion that despises Satan is from God? What about the mythologies of the ancient periods? Cannot Satan curse himself when he plays the role of God almighty?
Your scripture teaches that Satan is essentially deceitful:
Surah 4:120
He gives them promises and excites vain desires in them; and
the Shaitan does not promise them but to deceive.
In your Koran Satan is said to endorse Allah’s power and praise Him:
Surah 8:48
And when
the Shaitan made their works fair seeming to them, and said: No one can overcome you this day, and surely I am your protector: but when the two parties came in sight of each other he turned upon his heels, and said: Surely I am clear of you, surely I see what you do not see, **surely I fear Allah; and Allah is severe in requiting (evil).

Surah 14:22
And
the Shaitan shall say after the affair is decided:
Surely Allah promised you the promise of truth, and I gave you promises, then failed to keep them to you, and I had no authority over you, except that I called you and you obeyed me, therefore do not blame me but blame yourselves: I cannot be your aider (now) nor can you be my aiders; surely I disbelieved in your associating me with Allah before; surely it is the unjust that shall have the painful punishment.
The following verse says that Allah makes use of Satan:
Surah 19:83
Do you not see that
We have sent the Shaitans against the unbelievers, inciting them by incitement?
The verse below claims that Satan supports false religions (paganism) to mislead people:
Surah 27:24
I found her and her people
adoring the sun instead of Allah, and
the Shaitan has made their deeds fair-seeming to them and thus turned them from the way, so they do not go aright
Another verse teaches that Satan visits liars:
Surah 26:221-223
Shall I inform you (of him) upon whom the Shaitans descend?
They descend upon every lying, sinful one, They incline their ears, and most of them are liars.
What if the sentence “take refuge in Allah from the accursed Satan” is a lie?
