What is the proper place in the Vatican to send it and what is their e-mail address? I have just been on the Vatican website and cannot seem to find it.
These are the email addresses that I use. (Emails will be forwarded to the proper persons).

Holy Father Pope Benedict: benedictxvi@vatican.va
&
United States Papal Nuncio: nuntiususa@nuntiususa.org
&
also, in most cases you will find the email address of a particular Bishop on his Diocese web site.

(The USCCB does not have any authority over an individual Bishop.
The USCCB are not the Church Magisterium, and is supposed to be an aid to US Bishops.
I only send info to the USCCB when I am moved and find something offensive on their web site - like when they told us to change our light bulbs and quit using plastic bags for Lent (which has since been removed), or last year when they were donating Catholic contributions to agencies which promote the gay-lifestyle and abortion.
I always copy the Vatican, and the US Papal Nuncio to insure it won’t be deep sixed by an employee.)

This is a matter for the Vatican to deal with. there is nothing we can do.
Au contraire

First and most importantly, you can pray for the bishop and the clergy involved. You can fast for them and offer those sacrifices up as well.

You can contact the Congregation for Bishops:

Palazzo della Congregazioni, 00193 Roma, Piazza Pio XII, 10
Fax: ++39.6.69.88.53.03

You can contact the Congregation for the Doctrine of the Faith

Piazza del S. Uffizio, 11, 00193 Roma, Italy
Fax: ++39.6.69.88.34.09
cdf@cfaith.va

I personally would suggest that a real letter, prayerfully written, with printed out attachments showing the veracity of your claim, either mailed or faxed, would be a more effective option than an e-mail,

Thank you so much Anne for this info. Yes indeed the lay people are the ones that must be yelling from the rooftops! I believe it to be part of the reason we are in this mess. Where were we when the poor catechesis started? Right from the get go. We (and I am referring to myself here) were following like blind sheep until the Lord thru the Blessed Mother slapped some of us in the face and said: “WAKE UP!!!”

I hope he is not a Catholic bishop. If so, I hope and pray that God would bring him back to Him.

I received an e-mail from the Pontifical Council for the Laity thanking me for making them aware of the situation. So, someone in the Vatican knows about it at least. If enough of us send e-mails to the Holy See, hopefully someone will stand up and take notice.

Peace,
