Those conditions and circumstances would exists in spite of the prostitution. I am not condoning prostitution whatsoever, but the actual transaction of one person paying another person for sex in and of itself is victimless. The circumstances that surround prostitution typically are crimes in and of themselves and are exploitive in nature, thus making them not victimless.Prostitues are the victims of this crime. Just look at the circumstance surrounding prostitutes, and why they enter such a profession.
