No, the difference is, the Anglican Communion actively encourages actively gay ministers, and openly ordains them as priests and Bishops. The Catholic Church will refuse to ordain an actively gay man.Active gay clergy as a reason to leave TEC has always been a puzzle to me. There could be closeted gay clergy in the Catholic Church engaged in homosexual relationships. The only difference in that case would be they are keeping it a secret.
No church could possibly be held responsible for a secret that a person did not disclose before ordination. However, I believe that any person that did this would be guilty of a grave mortal sin, and each day that they did not disclose this information, they would be sinning again.
