Your mum sounds much like my stepmother who is 92. She’s not as cranky but she has her moments! She’s on almost the same regimen of meds except she doesn’t have COPD and she does have a pacemaker on her heart. I’m not the caregiver - she lives 2 states away from me so her lifelong friend takes care of her. It’s not easy.
I think there are pill dispensers that work on a timer. That would help with the meds a little - at least your mum couldn’t take them before the dispenser opens! Doesn’t mean she’d take them, you’d have to make sure she takes them when she can.
Automatic Pill Dispenser. They’re not cheap but perhaps you can get the doctor to prescribe it and then it will be partially paid for?
Have you talked to her at all about her situation and how you hate to have to remind her about these basic requirements? Would her doctor be of any help in setting her straight? Sometimes if older people hear a bit of a scolding from a medical professional it snaps them to reality more than if it’s just us, their children.
