Perhaps slapping a restraining order on the bully and his parents would help, and make sure it includes all the social media areas too.

Bully boys normally stop when they realize there are consequences.

Just mt two cents.
 
That reminds me that I did file a complaint when my eldest was threatened by other high school kids in a car while he was riding his bike. It did result in a restraining order against them ordering them to stay away from any of the family. That kid is 47 now so it’s kind of far back in the memory regions.
