Because every U.S. citizen pays taxes to the Federal Government, and the Federal Government provides funding to organizations of death such as Planned Parenthood, does this mean that all U.S. citizens are condemned for the sin of supporting abortion? What is the Catholic Church teaching on such matters?
He certainly could.
The national sin of the Federal Government may seem abstract. One comes away with a sense of futility when we see what it does collectively. But it’s sin is still remembered by God.

But the case against the nation of Amalek 1 Sam. xv. 2,3 and God’s remembering the crime against His people. Although the offense occured long ago from this point of reference, He remembers still.
"Remember what Amalek did unto thee by the way, when ye were come forth out of Egypt; how he met thee by the way, and smote the hindmost of thee, even all that were feeble(today: the unborn,the imprisoned vulnerable,capital punishment) when thou wast faint and weary; and he feared not God.
and to Moses He instructs…
“Therefore it shall be, when the Lord thy God hath given thee rest from all thine enemies round about, in the Land in which the Lord the God giveth thee for an inheritance to possess it, that thou shalt blot out the remembrance of Amalek from under heaven; thou shalt nor forget it” Deut .xxv.17-19
Miller writes (italics mine):
“in determination on the part of God now to punish, the utterance of which was prefaced by those emphatic words, “I remember”, we are distinctly taught the lesson that the conduct of nations is a point to which the eye of God is directed, and that it is a matter for which His just penalty will be reserved. Whole nations come under His gaze, and within the reach of his rod.
By the individuals composing a community, there is a great danger that national sin should be regarded as an abstraction than as a reality, rather than an ideal than a substantial criminality. But it is not thus that God, in the incident before us deals with it. He affixes it as a substantive charge, upon the community. And he who did thus with the daring impiety of Amalek, who marked it and recorded it, has ever done the same with the sins of other nations;, and as, one after another their greatness has tottered and fallen, the sun of prosperity declining and setting behind the clouds of desolation and destruction…”
