And the reason is because our forces have been forced to fight with hands tied, rediculous rules of engamemt and with leadership with no will or desire to actually combat the problem. Add to that the fact that “to war on terror” is like “to war on bleeding”. It is not the cause, it is the symptom. War on the problem, just like one would War on the ailment or wound causing the bleeding. That would stop the bleeding, just as a war on islam rather than “terror” would stop the terror.
