That sounds decidedly Calvinistic. Lutherans don’t believe in “Once Saved Always Saved,” and are clear that even Christians can choose to reject God’s universal gift of Grace, which was for the whole world.
That’s one of the Lutheran distinctives: they understand every saved person to be saved wholly by God’s Grace alone, received through Faith alone (which itself is a gift), while simultaneously holding that those who are damned are damned wholly because they have rejected God, not because he somehow set them apart for Hell.
