I guess I would suggest that they have a deposit of faith via the gifts conveyed by their spiritual birth confered during the sacrament of baptism. This is isn’t to say that this is the only way in which God can baptize (cf., references to baptism of desire and baptism of blood for exmaple). But it does suggest that the deposit of faith comes with baptism in whichever form the Lord has allowed-- all by the Holy Spirit.I think that Works are signs of devotion to God but are necessary because they show abandonement of ones selfish will for the Will of God your Father. So there isn’t this legalistic attitude of what is required for salvation except that you are doing the will of God. I don’t think that works are like coins in a soda machine. They show the state of your soul and relatinoship with God. If you profess faith and have no works it is just a profession and not really devotion or obedience. ONLY God knows your heart.
As for the Babies, I believe that they have no sin of their own before the age of reasoning. But baptism washes the guilt for original sin thereby making them pure before God. I dont’ know what works that God is having them do as a child and I don’t believe they necessarily have faith the way we understand it either.

Likewise, I would only suggest that God apparently holds us accountable only to the degree he has called the person, to the degree which he has enabled them (cf., reference to invincible ignorance for example). God also apparently judges in proportion to that which they’ve been called. So, for example, I don’t think Jabez was called to the same degree that Moses was. Yet both were called by God nonetheless.
Romans 1:20:
And again, it is not those who hear the law who are righteous in God’s sight, but it is those who obey the law who will be declared righteous.For since the creation of the world God’s invisible qualities—his eternal power and divine nature—have been clearly seen, being understood from what has been made, so that men are without excuse.
As Paul remarks, when Gentiles, who do not have the law, do by nature things required by the law, they are a law for themselves, even though they do not have the law.
This is natural law. But going one step further…
The heavens declare the glory of God;
the skies proclaim the work of his hands.
Day after day they pour forth speech;
night after night they display knowledge.
All people are called by God’s Holy Spirit to believe in God.There is no speech or language
where their voice is not heard.
In fact, there is no one who has not heard the voice of God to some degree. Jesus even went to the dead and spoke the word to them.
John 5:25:
Nonetheless, within our own mortal lives, for reasons entirely outside our ability to control, many do apparently not heed the voice of God to the level that God actually called them.I tell you the truth, a time is coming and has now come when the dead will hear the voice of the Son of God and those who hear will live.
And, in the end, I think only God can discern the degree between which works he truly enabled us to do and the degree to which works he did not truly enable us do.
I may not understand exactly how this all works, although I do hope the Lord would reveal more to me each and every day. More to the point, however, I do know that he is fair and just in all his decisions concerning salvation.God grant me the serenity
to accept the things I cannot change;
courage to change the things I can;
and wisdom to know the difference.
