And what if you take out some innocent people accidentally (for example during cross-fire) ? What if you slow down the police response because when they arrive they do not know who the active shooter is and who is the good guy “street vigilante” ?
You can “what if” all you want, but the most likely scenerio is that since I am already on scene I will be the first to engage the shooter or shooters. If I don’t have a good shot, eg. Innocents in the way I won’t take it. If I do have an open shot the shooter is dead. Yeah I am that sure.

You keep missing the fact (delibretly I think) that the people on scene are in the best position to act. Every second means more Innocents dead. The Columbine active shooters killed themselves when they heard police coming. Had an on scene armed teacher reacted when this massacre started the number of dead would be less.

Again you are not listening. As I have said when seconds count the police are minutes away. Think about that. And actually many police budgets are small. Some departments only qualify once a year.
If that was the case why, was then military installations such as Fort Hood and a Washington Navy yard attacked by a gunman they obviously knew there would be plenty of “good” guys with weapons to defend the innoce
