I think the UN is a respected body and that the opinions of the Secretary-General are given a certain weight. Granted, individuals and individual member states are not bound by those opinions. And granted, in US domestic politics the UN is often dismissed by persons on the right side of the political spectrum.Since when does anyone take the UN seriously?
The UN has no troops of its own, but depends on member states to loan its soldiers. Individuals in any military sometimes commit crimes.I think it is laughable the UN “condemns” anything when their “peacekeepers” have committed numerous war crimes.
For example, the US does not loan troops for UN peacekeeping, however its own troops have committed crimes which could stand trial in the International Court of Justice. The US does not belong to the International Court, so such crimes have been prosecuted within the US military.
