I did miss the timeframe of the employer fee…it’s $295/year - peanuts! For a 20-hour per week employee, they’d be looking at <30 cents per hour. Big whoop! Just delay raises accordingly, if necessary.
Now, what they don’t detail what constitutes “not offering health insurance.” As I mentioned, the amount subsidized by the employer varies wildly. My wife has worked for companies that pay 100% for the employee. Coverage through her company costs us $60/month for the whole family. If we used my company’s plan, it would be nearly $300/month.

What Koda was referring to was a hypothetical situation. The actual bill does require individuals who have a family income of greater than $48,000 to purchase their own health insurance or pay a fine that starts at $1000/year.
