Read Victorian authors and you will see where the sight of a woman’s ankle was a “turn on” in the days when women were draped from head to foot.The problem comes in when we read in the New Testatment:
Matt 5:28
28 But I tell you that anyone who looks at a woman lustfully has already committed adultery with her in his heart.
Having lived in a Muslim country, I can tell you that Muslims can find a fully-draped and veiled woman stimulating.
The sin, it appears, originates in the beholder.
