This is a horrible idea. This will only give pervs the chance to be bigger pervs.
 
OP, what is your purpose in posting this? I am wondering how this is news that in any way relates to a Catholic forum.

It’s shock value. Are we supposed to discuss the pros and cons of public semi-nudity?

If it were in a place like Charlotte, NC it would have some shock value. But Berkeley I am not so sure about. I mean, I think it is legal in San Francisco, either that or they don’t enforce the law. So in Berkeley it is not that shocking.

No, that doesn’t stand to reason. Not at all. There are plenty of children around the world who help with childbirth, but that doesn’t mean that a woman’s vagina is not inherently sexual. Babies and toddlers also see their parents naked on occasion. So, no…that does not stand to reason.

Maybe an ordinance like this would be taken more seriously if it were put forward by a mature mother instead of a man who has little ability to reason.
 
I’ve got no issue with this whatsoever. Breasts need not be sexualized, and if there are people who can’t figure this out then it’s their problem.
 
The last time I lived in Berkeley (roughly 1500 years ago) public nudity wasn’t illegal. It was forbidden on the UC campus, but the city itself only outlawed lewd acts in public. When it was proposed to change this there were “nude ins” all over town. It is a little unnerving to stand in line to order coffee while surrounded by a bunch of people drinking their lattes without a stitch on! As I remember the proposal was dropped that time around. (The UC Regents did not budge, though. The guy attending classes nude was required to get something to cover himself.)
