Bear mind mind, the cutesy wording by the State department saying “we have upgraded certain emails” is simply hand waving to fool the masses. If something left unmarked or marked unclassified (the assumption on an unclassified server to begin with) but contained TS/SCI information, of course they upgrade the classification of the email for review and/or release. It was marked wrong to begin with, or not at all!
Otherwise, they are just repeating what was done by Hillary and her staffers.
The State Department could very well
- Take improperly marked email containing TS/SCI information
- Slap the correct classification markings on it
- Say “we’ve upgraded the classification, that ought to fool those rubes who hear about this…”
Never mind their loose use of terms when discussing the matters anyway. Upgrade, downgrade, emails (the whole document) being classified versus their content being classified - all are well defined in various official policy and guidance docs.
Anyone familiar with this sort of thing is rolling their eyes at best, and demanding something serious be done at worst, because people have gone to jail for far less than this. Many a clearance has been lost.
Trying being a President if you can’t hold a clearance (though I suspect they’d find a way around that).
