To clarify–I mean He controls all in the sense that He is the creator of all and we are all subject to Him. He grants us free will that allows us control over the disposition of our souls–to actually control all is within God’s ability, but in love, He chooses to let us choose for ourselves making possible true reciprocity of that love.
