If you mean can one hate God and still fear hell…sure. But imperfect contrition out of fear of hell is more than just fear of hell…there is a turning away from the sin (if one still hates in ones will…one is not turning away from the sin…)
I would say rather that there can be a rather* non-subtle* difference between a person who hates God -and someone who runs away from God to make other things his god (disordered pleasure, greed etc).It is a subtle difference to know hatred for God and non-repentance.
Yes. But if they still hate God - they are not repenting…even in confession. They must turn their will way from “Hating God”. Repent and turn to God.There are those who fear hell. They fear hell so they ask for forgiveness.

Grace is there for them - God will not force them but seeks them…
