There are a number of reasons why they don’t

This is an unacceptable reason. Why dont parents have to comply with the same mandatory reporting obligations that people are screaming for now?
The POLICE are the ones who ought to decide whether there is sufficient evidence,
And if the
parents dont find sufficient evidence, and
the police dont find sufficient evidence, what are the Church hierarchy supposed to investigate?

Reminded by who? Are you asserting that the parents DID believe their child but did not FIRST go to the police? And instead, went to the Church and were told NOT to report the matter? Citation please. Examples with names and places and dates.
Concealing a crime and conspiracy and perverting the course of justice and being an accessory after the fact, are offences in most common law countries.
The rape of a child is a secular criminal matter like robbing a bank. If you saw a bank robber dressed as a nun, you wouldnt say to yourself…

If that WERE true, and the Church was accepted as a
defacto arm of government, then the government is complicit in the very things it now seeks to investigate. It cannot then distance itself from or disavow the Church it is attacking.

Why has it taken you 20, 30, 40, 50, 60 years to present evidence to the police and the judiciary?
