Sacerdotalis Ordinatio is about as close to ex cathedra as we will probably ever see. No pope could ever overturn it. It is not a disciplinary declaration, but a dogmatic one, particularly when he declares that it is 'binding on all of the Church’s faithful." which would include future Popes.John Paul II opined that it is unchangable. He did not infallibly declare that it is unchangable, leaving room for a future Pontiff to disagree. The current Pope agrees with John Paul II, but whether all Popes will agree forever remains to be seen.
