The number of cardinals eligible to vote in a conclave and the voting age limit of 80 was set by Paul VI. But as far as I know, there isn’t a specific limit to the number of cardinals that can be named in any one particular consistory.Oooh oooh YAY, I would really like it if England got another one, of course that is never going to happen, but still it would be really good.

The pope doesn’t have to appoint only 12 Cardinals though, JPII went over the limit he established himself didn’t he? - Having said that Pope Benedict doesn’t seem like the type of pope who would do that.
There are going to be a fair number of cardinals reaching the age limit this year and likely in the next years as well. Since consistories aren’t usually held every year one assumes that will be taken into account.
