think of it this way… in the United States a lawyer cannot call himself an attorney unless he’s passed the bar and is licensed to practice.
to be a judge, one must be an attorney.
In regards to a law degree, it is theoretically possible to pass the bar and become an attorney without going to law school. But the chances of being selected to become a judge without is very slim. However, I guess it would be possible for a judge who is elected to become one without a law degree (assuming he/she has passed the bar).
