I think you’re the one who may be a bit confused on the Church’s attitude toward smoking. They don’t embrace it or celebrate to the extent that you think they do.

Are you questioning the wisdom of the Church?
I mean, I’m sure the Church would support moderation if there was a way to smoke a pack of cigarettes without inflicting any meaningful harm to one’s health, but alas, science has not arrived to the point where smoking can qualify for the type of “moderation” that the Church might otherwise be inclined to encourage.
I’m not pro-drinking. Never had a sip of alcohol in my life, nor do I ever intend to.
However, when the pro-smoking and pro-alcohol crowd is questioned about their views on marijuana, they tend to express hypocritical sentiments (unless that person is a libertarian). Whatever views we claim to endorse, though, I think a little logical consistency would do us all a some good.
