Under the law, no minor can consent to anything. So the 14 year-old offender can’t consent any more or less than his victims. Consent has nothing to do with this. The reason for prosecuting juvenile offenders isn’t to punish them. There are very, very few judges in the country that would try to punish a 14 year-old boy. The reason would be solely to protect the victims and help the offender. If you can accomplish those things without the stain of a police record, then absolutely that it what you should do.At least they don’t promote or sweep sex abuse under the rug. Abortion is the only thing on your list that doesn’t give one of the people consent.
Gays consent, people having sex outside of marriage consent, people consent to contraception. You don’t consent to being sexually abused by your teenage brother.
